People of Bulawayo, can anyone please explain how Bulawayo City Council does its water billing. I think there is a serious scam going on and many unsuspecting consumers like myself are being robbed in daylight.

How do you explain a water penalty being charged after every month.... whether you were there or not there at home. The billing has no logic at all and I am convinced this is a planned strategy of stealing from consumers.

They always give a lame excuse of leakages which I have proved are not there.
